This article is from 2018. The Southeast Pacific off the west coast of South America does not see tropical cyclone development or does it. Looks, like a tropical cyclone formed off of Chile. The waters off the west coast of South America are cooler due to Humboldt Current. The wind shear is strong and they lack Inter Tropical Convergence Zone (ITCZ), which help spin up thunderstorms into tropical cyclones. This also applies to the South Atlantic. If they develop, it is more likely to occur in El Nino.
