Update to Saffir-Simpson Scale

Effective May 1st, the Saffir-Simpson Scale will be modified slighty to correct issues in conversions from knots to mph. The only category effected are categories 3, 4 and 5. The new scale is as follows:
Category 1: 74-95 mph
Category 2: 96-110 mph
Category 3: 111-129 mph
Category 4: 130-156 mph
Category 5: >156 mph
